The Human Resources Department develops and manages the delivery of human resources services and programs including: recruitment and selection; classification and compensation; risk management; health and safety; training and development; collective bargaining and labor-management relations; records automated support; conflict resolution and employee counseling on human resources related matters; and volunteer services. Additionally, Human Resources serves as a staff liaison to the Civil Service Commission.
The Human Resources Department is organized into four divisions:
- Human Resources Administration (Support Services, Training & Development, and Employee Relations)
- Human Resources Operations (Recruitment and Selection, Classification and Compensation)
- Benefits (Employee Benefits Administration and Non-Disability Leave Administration)
- Risk Management (Disability Management and Safety)
The Department's mission is to provide superior services to employees, departments and the public; to ensure an informed, quality work force and community, while treating everyone with fairness, dignity and respect.
Director
Tanya Tomlinson
Tanya Tomlinson was appointed as the Director of Human Resources/Risk Management for the City of Chula Vista on January 12, 2023. In this capacity, Ms. Tomlinson is responsible for overseeing Human Resources Department staff members tasked with carrying out various human resources functions including labor relations, recruitment and selection, classification and compensation, employee benefits administration, risk management (safety and disability), employee relations, and training and development.
Ms. Tomlinson has over 20 years of experience in public sector human resources, labor relations and employment law. She began her career in the public sector as a paralegal with the San Diego City Attorney’s Office. During her time with the City of San Diego, she held various positions including Senior Labor Relations Officer and Deputy Director/Senior Administrator. She started with the City of Chula Vista as the Human Resources Manager in 2021, overseeing employee relations, training and development and assisting with labor relations.
Ms. Tomlinson holds a Bachelor’s degree in Law & Society from University of California-Santa Barbara, a paralegal certificate from the University of San Diego and is certified as a Senior Professional in Human Resources (SPHR) through Human Resources Certification Institute (HRCI), Society for Human Resources Management (SHRM). She participates in a number of professional organizations including International Public Management Association for Human Resources (IPMA-HR), California Public Employees Labor Relations Association (CALPELRA), Society for Human Resources Management (SHRM) and City/County Personnel Association of San Diego (CCPA).
