Since 2017, the City of Chula Vista has benefited from local funding from Measure P, a voter-approved, half-cent sales tax to fund high priority infrastructure needs. The Measure P Citizens Oversight Committee reviews and reports on City compliance with the provisions of Measure P. This source of funding is set to expire.
To continue upgrading and maintaining streets and other local funding priorities, the City Council unanimously approved placing a measure on the November 2024 ballot to continue the temporary half-cent sales tax approved by voters in 2016. If passed, the continuation of the sales tax is projected to generate $337 million.
Maintaining Local Funding Without Raising Taxes
The ballot measure proposes to renew this source of funding for an additional 10 years at the current rate — without raising taxes. The funding could be used to:
- Fix potholes and pave and maintain local streets
- Clean up trash and litter along streets, sidewalks and in other public areas
- Keep existing parks and recreation facilities safe, clean, and well-maintained
- Continue infrastructure repairs including sidewalks, curbs, and storm drains
- Make improvements to roads and intersections to better manage traffic congestion
- Repair or replace more underground stormwater pipes that are at risk of collapse and creating sinkholes
- Address homeless encampments and increase cleanup efforts
- Add sidewalks in priority areas
Fiscal Accountability and Local Control
Any local funding measure would require strong fiscal accountability, including:
- Public disclosure of all spending
- All funds stay local in Chula Vista and no funds can be taken away by the State
- Renewal of local funding at current rates, with no increase to local sales tax
- Essential purchases such as groceries, prescription medicine, diapers, and feminine hygiene products would continue to be exempt from sales tax
