Draft Recommendations

The Technology and Privacy Advisory Task Force has developed a draft set of policy recommendations and is looking for input from the Chula Vista community.

Please read the draft policy recommendations and provide feedback in writing to privacytaskforce@chulavistaca.gov. Note that these recommendations have not been reviewed or endorsed by City staff or by the City Council.

Please send us your thoughts no later than Tuesday, Sept. 6 so we can share them with task force members before their next meeting.

Additionally, you are welcome to attend and speak during the public comment session at one of the upcoming task force meetings — see the schedule below. Agendas are typically posted at least three days in advance of the meeting.

Opportunities for Public Input

The Task Force is interested in hearing all thoughts and ideas from the public. Community members are encouraged to provide feedback in one of the following ways:

  1. Send an email to the Task Force at privacytaskforce@chulavistaca.gov
  2. Attend any meeting of the task force and speak during the open public comment session between 6:00 – 6:20 p.m., or during the open public comment session at the end of the meeting.
  3. Participate in an interactive community meeting on July 27 or July 28 at 6 p.m.
  4. Provide e-comments on the agenda page beginning 72 hours before any meeting of the task force. E-comments close one hour before the meeting begins.

About the Technology & Privacy Advisory Task Force

The Technology & Privacy Advisory Task Force is a group of Chula Vista residents and subject matter experts who are charged with assisting with the development of comprehensive policy recommendations on technology oversight and privacy for City Council review by the fall of  2022.

The task force will study City technology, work with key stakeholders in the community, and develop informed policy recommendations designed to help the City protect individual privacy and enhance technology oversight while also delivering excellent public service.

The task force will receive presentations from City staff and other experts designed to educate and inform task force members on how the City is using technology, how other cities are using technology, existing laws regulating privacy and the use of technology, digital equity, bias, and information security. Task force members will also have the opportunity to participate in community workshops at various locations in Chula Vista.

The recommendations of the task force will enable the City Council to adopt a formal policy governing the use of technology in City operations and services, including public safety, traffic management, community services, economic development, and other service areas of the City.

City staff will be assisted by Madaffer Enterprises, Inc., a consultant hired by the City to facilitate development of policy recommendations.

Task force agendas will be published in advance. Task force meetings will be broadcast on local TV and online. All community members will have an opportunity to provide comments during task force meetings as well as during community presentations and workshops over the spring and summer.
