Community Facilities District

The Western Chula Vista CFD (CFD 17-I) allows for the deferral of certain development impact fees for rental projects located in high-density residential zones, and for projects situated in industrial or commercial zones within specific areas of Western Chula Vista and in the Chula Vista Auto Park

PACE Program

Property Assessed Clean Energy (PACE) financing allows property owners to make energy efficiency, renewable energy, and water conservation improvements to their property  and repay the costs over time on their property tax bills.  Property-owners can finance energy and water improvements for up to 20 years and repay through their property taxes, by participating in one of the available PACE programs:

Clean Energy Chula Vista is managed and funded by Ygrene, provides 100% financing to property owners for energy efficiency, renewable energy, and water conservation improvements. For more information or to submit an application, please visit Ygrene’s page at https://ygrene.com/what-pace.

California First is an innovative partnership between county government and a private financing company that allows you to receive upfront funding for energy efficiency, renewable energy and water efficiency improvements for your business and to repay on your property tax bill over the course of up to 25 years. For more information or to submit an application, please visit www.californiafirst.org or call 844-589-7953.  

  

Recycling Market & Development Zone Program

RMDZ provides economic incentives and technical services to businesses that divert waste from California’s landfills while adding jobs and revenues to the local economy.

Business Services include locating reliable supplies, developing a sound marketing strategy for finished product, capital and equipment, or relocation.

Business Loans are available for private businesses and not-for-profit organizations located within designated zones. Benefits include; low incremental cost to make recycled-content products, below-market interest rate, fixed interest rate, loan terns up to 10 years, and no prepayment penalty cost. Businesses may use the funds for purchase of machinery and equipment, working capital, real estate purchase, real estate improvements, refinance debt, and payment of loan-closing points.

HUB Zone

 The HUB Zone Program helps small businesses in urban and rural communities gain preferential access to federal procurement opportunities (federal contracts). These preferences go to small businesses that obtain HUB Zone certification in part by employing staff who live in a HUB Zone.

Foreign Trade Zone

  A Foreign‐Trade Zone (FTZ) is a designated area that is physically located within the United States where merchandise imported into the FTZ is exempt from U.S. Customs’ tariff while in the Zone. Because of this, most foreign‐made parts, components and merchandise may enter a FTZ without payment of U.S. Customs duties and fees.

California Competes

The California Competes Tax Credit is an income tax credit available to businesses that want to locate in California or stay and grow in the state. Tax credit agreements will be negotiated by the Governor’s Office of Business and Economic Development and approved by the California Competes Tax Credit Committee. Each fiscal year, 25% of the available credits are reserved for small businesses.
