In response to the novel coronavirus COVID-19, on May 10, 2021, the U.S. Department of the Treasury announced the launch of the Coronavirus State and Local Fiscal Recovery Funds (SLFRF), established by the American Rescue Plan Act of 2021 (ARPA), to provide $350 billion in emergency funding for eligible state, local, territorial, and Tribal governments. ARPA SLFRF funds can be used to respond to acute pandemic response needs, fill revenue shortfalls among these governments, and support the communities and populations hardest-hit by the COVID-19 crisis. Eligible jurisdictions have been able to access this funding to address these needs by: 

  • Supporting urgent COVID-19 response efforts to continue to decrease spread of the virus and bring the pandemic under control;
  • Replacing lost public sector revenue to strengthen support for vital public services and help retain jobs;
  • Supporting immediate economic stabilization for households and businesses; and,
  • Addressing systemic public health and economic challenges that have contributed to the unequal impact of the pandemic on certain populations.

ARPA SLFRF funds provide substantial flexibility for each jurisdiction to meet local needs. These funds also deliver resources that recipients can invest in building, maintaining, or upgrading their water, sewer, and broadband infrastructure.

On August 24, 2021, City staff presented a plan for the $57.5 million in ARPA SLFRF funding to City Council which was subsequently adopted. See Staff Report 21-0147 for details. Several amendments have been made to the plan; a comprehensive update will be provided by staff in summer 2023.

 ■ Homeless supportive services
 ■ Choose Chula business marketing and promotion
 ■ Small business/non-profit organizations grants via San Diego Foundation
 ■ Rehabilitation of the YMCA Building (Casa Casillas)
 ■ Premium pay for essential workers
 ■ Additional 10 positions (FTE) critical for project delivery
