Assistant City Attorney

Karen Rogan has been practicing law since 2005. She joined the Chula Vista City Attorney’s office as a Deputy City Attorney in December 2011. Before pursuing her law degree, Mrs. Rogan taught high school Government and Economics in Arizona. KarenRogan

Mrs. Rogan’s primary role as Assistant City Attorney is overseeing and managing civil litigation involving the City of Chula Vista. Her goal is to achieve appropriate and just results for the City and to resolve disputes in-house whenever possible to minimize expenditures on outside counsel. Her practice encompasses a wide array of cases, including excessive force/civil rights, personal injury, land use, construction defect, employment matters and contractual disputes.

Mrs. Rogan comes to the City of Chula Vista from private practice, where she was a civil litigator at a national law firm in the areas of securities fraud, professional liability, civil rights, and construction defect.
