Get involved in developing 2025 plan
The City of Chula Vista is seeking input on priorities to include in a new Strategic Plan that will reflect the unique values, needs, and aspirations of the community. Development of the plan is kicking off with a robust community engagement effort starting with a series of workshops continuing in December. The Strategic Plan will be developed in 2025.
Community input is an essential part of this process to help create a vision that resonates with those who live, work, attend school or visit the City of Chula Vista. In these interactive workshops, participants will be asked to share thoughts about their experiences living or working in Chula Vista such as what City facilities or services they use, and what is good about the City and their communities and what could be improved.
The community workshops include four in-person community meetings, one meeting for small business owners/managers, and one virtual meeting that will provide opportunities for any and all who want to get involved. Spanish language translation will be offered at each meeting.
The new Strategic Plan is conceptually envisioned to include the following elements, and to reflect the input and direction provided by the City Council:
- Executive Summary
- Mission, Vision and Values Statements
- Strengths, Weaknesses, Opportunities and Threats (SWOT) Analysis
- 5-Year Strategic Plan
- City Council Goals & Objectives
- Policies and Strategies to Achieve the Goals and Objectives
- Implementation Timeline
- Two-year Implementation Plan and Resourcing Strategy
- Performance Measures
- Strategic Planning Cycle
- Annual Report Template
The comprehensive community engagement program will continue throughout the development of the Plan. In addition to the initial community meetings, engagement efforts include community surveys and information gathering; dedicated web page for updates and feedback opportunities; and periodic City Council presentations for input and feedback.
Background
The City’s current strategic plan was completed in 2013 and contains five core goals:

Since 2013, the City has adopted a number of planning documents and policies which have guided City efforts and may inform the development of a new strategic plan. The guiding documents that have been created or updated include:
