The following process is effective immediately, until further notice. Please check back regularly, as this process is subject to change.
Each morning Development Services Department (DSD) staff will place two bins in front of the doors to Building B. One will be labeled "Drop Off" and one will be labeled "Pick Up". These bins will be out between 8:30 am and 4:30 pm, Monday through Friday.
Project Submittals (Building, Land Development, Planning)
- You email PDF files of your project application and all required documents to dsd@chulavistaca.gov.
- Title your email: “New submittal” and include the address of your project
- Remove all security measures from your files
- Remove all viewing deadlines from your links
Required documents are listed in our City Permits Page or Subdivision Manual.
Examples of documents are: Application; Storm Water Applicability Checklist; Waste Management Report and other supplemental documents as required for the project (ex. soils report, structural calculations, hydrology/hydraulic report, energy calculations, etc.).
- We review your submittal for completeness. a) If incomplete, we email you a list of missing items. b) If the submittal is complete, we email you instructions to pay plan check fees online via Citizen Access with a credit card.
- After you pay the fees, we email back the application with the record number on it. We tell you if you need to drop off hard copies of plans and documents.
- You submit the completed application and hard copies of documents/plans in the "Drop Off" bin.
- We will deem your project complete and route your plans for formal review.
Resubmittals, Construction Changes, and Deferred Submittals
- You fill out a Development Services Transmittal Form that tells us the number of hard copies of documents/plans you want to resubmit and email it to dsd@chulavistaca.gov.
- We review the information for completeness. If applicable, you will pay plan check fees for any plan changes.
- We email you the signed transmittal.
- You include the signed transmittal with your hard copies of documents/plans.

Comments & Corrections
We will email all comments/corrections for your project to you.
Submitting Landscape Plans
Resubmittals, Plan Changes & Deferred Submittals
* No pre-approval required for initial drop off
- Please email a PDF copy of plans to tmcdaniel@chulavistaca.gov with a CC to pferman@chulavistaca.gov. Please provide the following information as applicable:
- Project’s name
- Project’s address,
- Contact information,
- Planning project number
- Land development work order number
- Building permit number
- Please refer to the Landscape Water Conservation Ordinance (Municipal Code Chapter 20.12), City’s Landscape Manual, the Shade Tree Policy and Subdivision Manual for minimum submittal requirements for Landscape and Irrigation Plans.
- We will contact you to discuss your project if needed.
- If your project is a stand-alone per CVMC 20.12.030(A), a plan review fee may apply.
Resubmittals, Plan Changes & Deferred Submittals
- Please email the City Landscape Architecture staff you are working with to coordinate resubmittals.
Comments & Corrections
- We will email all comments/corrections for your project. If we need to return plans or mylars, we will do so by appointment on a case-by-case basis.
Mylars
- Please coordinate with the City Landscape Architecture staff you are working with to pick up or drop off mylars.
