Heritage Road Bridge Replacement Project (STM0386)

The existing bridge was constructed as an interim bridge in 1993 and does not accommodate existing peak traffic, pedestrians, or a 100 year storm event. The General Plan indicates that Heritage Road is planned as a six-lane major arterial between Olympic Parkway and the City of San Diego's boundary. 

As the Eastern Territories and San Diego’s Otay Mesa areas develop, there will be a need for a wider and realigned bridge.  The project includes widening the south side of Main Street,  approaching Heritage Road Bridge limits. 

Project Features

  •  Construct new 454' long bridge over the Otay River with six through-lanes with 2-lane median for left turn lanes at Main Street.
  • Reconstruct roadway approaches between Main Street and Entertainment Circle and modify intersection of Main Street.
  • The bridge and approaches will be wide enough to accommodate a median, bicycle lanes and sidewalks.
  • The bridge will open the river bottom to allow a 100 -year storm event to pass and accommodate a multi-use trail (including equestrians) under the bridge.
  • Install traffic signals at Heritage Road / Main Street and Heritage Road / Entertainment Circle North

Project Schedule

  • Environmental clearances Complete: CEQA & NEPA: August 2023
  • Final Project Design: August 2023
  • Permits & Right of Way:July 2023
  • Bridge and Roadway Construction: Summer 2024

Construction Cost and Funding

Bridge and Street Improvements: Estimated $40 to $50 million, funded by Transportation
Development Impact Fees (TDIF) from Chula Vista and San Diego and Federal
Funds from the Highway Bridge Program.
