The City of Chula Vista recognizes and supports the right of many of our employees to be part of collective bargaining units. Human Resources Administration promotes and maintains a positive labor relations climate between the bargaining units and management. Each of the City of Chula Vista's collective bargaining units has an active Memorandum of Understanding (MOU) with the City, along with any side letter agreements entered into during the period covered by the MOU.

Association of Chula Vista Employees (ACE)

The Association of Chula Vista Employees (ACE) is the successor association to the Chula Vista Employees Association (CVEA/SEIU Local 221). On May 16th, 2017 more than 50% of CVEA/SEIU Local 221 Chula Vista employee members voted to form a new, independent association for Chula Vista City employees under the name ACE.

ACE covers a variety of different job descriptions working in various departments (Public Works, Police, Development Services, Animal Control, Finance, Fire, Libraries, Human Resources, IT and Recreation).

Chula Vista Firefighters Local 2180

The Chula Vista Firefighters Local 2180 of the International Association of Fire Fighters was established in 1973. Through the years this organization has been dedicated to providing highly trained, professional and community-supportive men and women to staff the Chula Vista Fire Department. Through a series of Memorandums of Understanding, the Union has negotiated benefits and secured safe and excellent working conditions for its members. Working collaboratively with the Fire and City Administration, the Union is poised to mold the future of the Chula Vista Fire Department.

Police Officer's Association (POA)

The Chula Vista Police Officer's Association is a nonprofit organization that represents the sworn personnel of the Police Department for the ranks of Officer through Captain. The CVPOA works with Police and City Administration to provide competitive salary and benefits, professional working conditions, state of the art equipment, and fair treatment of its members in administrative matters. The CVPOA is active in civic events and programs to enhance the quality of life for our community.
