Councilmember Rachel Morineau assumed her position on the City Council on April 4, 2024.

Rachel embodies a unique blend of familial devotion and unwavering dedication to public service. For more than 28 years, Rachel has found joy in residing alongside her husband and together, they have nurtured a stepdaughter, two sons, a grandson, and rescued fur-babies. Their household is a testament to dedication, with each member thriving in sports, academics, and community involvement, contributing to the vibrant tapestry of Chula Vista.

Rachel's professional journey spans over three decades in the nonprofit sector, where she has experience in tackling diverse challenges and achieved notable successes in community upliftment. As a Community Engagement Director, she has spearheaded initiatives to empower residents with pathways to education, volunteerism, and advocacy, fostering positive change in Chula Vista and beyond.

Rachel is acknowledged as a prominent community leader and serves as a member of the San Diego County Social Services Advisory Board, representing District 1 since 2021.  Furthermore, she is honored to be one of the founding members of the San Diego County Promotora Coalition, established in 2015. Serving as the current Co-Chair, she is dedicated to strengthening the pivotal roles of over 300 Community Health Workers/Promotores and fostering collaboration with more than 30 partners all working towards enhancing the lives of community members countywide.

In 2018, Morineau received the esteemed title of "Mother of the Year" from the 40th District State Senator, Ben Hueso, in recognition of her outstanding care, leadership, and dedication to both her family and the flourishing community. Furthermore, she earned the prestigious 2023 sHERO Award, presented by District 1-County Chair Supervisor Nora Vargas, acknowledging her remarkable contributions to giving back to the community in numerous impactful ways.

Looking ahead, Rachel remains steadfast in her commitment to prioritizing the needs of her constituents and fostering economic growth in Chula Vista. She advocates for transparency, inclusivity, and active community participation, believing that every resident deserves a voice and an opportunity to contribute to the city's vibrant fabric. With a vision for a more transparent, inclusive, and prosperous Chula Vista, Rachel's political career reflects her enduring commitment to family-oriented values and driving positive change for generations to come.
