MISSION: The mission of the Neighborhood Protection Unit (NPU) is to be a resource to the residents and businesses of the City of Chula Vista, to address quality of life and public safety issues, in collaboration with partners and stakeholders in dynamic and individualized ways. 

The NPU provides support for Chula Vista Police Department's criminal enforcement efforts and prosecutes infraction and misdemeanor violations of the City's Municipal Code Ordinances.    

Criminal Enforcement of Illegal Cannabis Dispensaries in violation of Municipal Code Section 5.19.280. Unlicensed and illegal cannabis dispensaries and businesses are criminal enterprises that present health and safety concerns to our citizens, especially our youth.  Through combined efforts with other partners in the county, there are currently no illegal cannabis dispensaries operating in the City.

Criminal Enforcement of Massage Parlors in violation of Municipal Code Section 5.36. Massage parlors are police regulated business which must meet stringent health and safety requirements to operate. The NPU and the Special Investigations Unit work together to enforce the Municipal Code as it relates to massage parlors in the City. 

Criminal Enforcement of Nuisance Properties in violation of various Chula Vista Municipal Code sections. The NPU works in partnership with City departments, community groups and the police to address public nuisances that negatively impact neighborhoods within the City. This includes working with City departments on the enforcement of Short-Term Rental restrictions (Ordinance 3514) and Tenant Protections.

The NPU works with local groups, committees, commissions, social service organizations and the District Attorney's Office to provide support and resources, as needed. The District Attorney's Office prosecutes offenses and all felonies.
