The California Department of Resources Recycling and Recovery (CalRecycle) provides the Rubberized Pavement (TRP) Grant Program to promote markets for recycled-content surfacing products derived from waste tires generated in California and decrease the adverse environmental impacts created by unlawful disposal and stockpiling of waste tires.
Infrastructure Design Project
Fiscal Year 2019-20, a total of $4,002,000 was available for the TRP12th Cycle, Hot-Mix and Chip Seal Projects. The City applied for and was awarded the CalRecycle grant funding for a combination of rubberized chip seal and rubberized asphalt project in the amount up to $350,000. The City will use the CalRecycle grant funds to supplement the pavement maintenance project currently in Design phase.
Completed Projects
Project: STM397
Fiscal Year 2018-19, a total of $7,750,000 was available for the TRP10th Cycle, Hot-Mix and Chip Seal Projects. The City applied for and was awarded the CalReycle grant funding for a chip seal project in the amount up to $350,000. The City used the grant funds to supplement the Major Pavement Rehabilitation FY2019/20 CIP STM0397 project. The project’s ARAM application was completed in August of 2021.
- A total of 14 street segments (84,507 square yards) of pavement treatment using chip seal.
- Asphalt Rubber Aggregate Membrane (ARAM) material was used.
- Number of California waste tires derived from the waste stream by this project is 6,045.
- Pavement Rehabilitation projects were funded by Transnet.

STM390 & STM0393 Projects
Fiscal Year 2016-17, a total of $7,252,000 was available for the TRP 7th Cycle Hot-Mix and Chip Seal Project. The City applied for and was awarded CalRecycle grant funding for a chip seal project in the amount up to $350,000. The City used the CalRecycle grant funds for the Major Pavement Rehabilitation FY2016/17 (CIP STM0390) and FY2017/18 (CIP STM0393) projects. Project completions were in December 2017 and October 2019 respectively.
- Both projects treated pavement roadways over a total of 350,000 square yards.
- Both projects diverted a total equivalent of 23,466 (STM0390) and $5,796 (STM0393) passenger tires from the waste stream.
- Asphalt Rubber Aggregate Membrane (ARAM) materials were used.
- Pavement Rehabilitation projects were funded by Transnet.

Prior CalRecycle Project
For Fiscal Year 2013-14, a total of $3,000,000 was available for the Rubberized Asphalt Concrete (RAC) Overlay and Asphalt Rubber Chip Seal Project. The City applied for and was awarded grant funding for a chip seal project in the amount of $250,000. The City used the grant funds for one existing pavement-related project in the City's Capital Improvement Program.
