The district was formed in 2000 to provide services for the operation and maintenance of its medians and parkways, open space, slopes, trails, the future trolley alignment open space area, walls, and drainage improvements within the open space lots of Otay Ranch Village 1 and a proportionate share of detention basin and drainage channel maintenance adjacent to Otay Ranch Village 1.
