City of Chula Vista Best Management Practices (BMP) Design Manual
The City of Chula Vista BMP Design Manual (BMPDM), March 2019 update provides guidance for land development and public improvement projects to comply with the 2013 Municipal Separate Storm Sewer System (MS4) Permit (Order No. R9-2013-0001 as amended by R9-2015-0001 and R9-2015-0100). This Manual has been updated and replaces the December 2015 version of the BMPDM.
As required by the MS4 Permit, the City of Chula Vista and other Copermittees collaboratively prepared a Model BMPDM to incorporate the updated requirements of the MS4 Permit. The Model BMPDM was updated in May 2018 to incorporate new content based on lessons learned and input from industry and project applicants. In accordance with MS4 Permit provisions E.3.d and F.2.b.1, the City of Chula Vista BMPDM March 2019 Update incorporates the content of the updated May 2018 Model BMPDM.

State Construction General Permit
Construction projects of one acre or more are regulated under the State Construction General Permit. Developers are required to submit a Notice of Intent and prepare a Storm Water Pollution Prevention Plan. Construction sites less than one acre are regulated by the construction component of the Municipal Storm Water Permit and are required to implement BMPs. City of Chula Vista Storm Water Management staff regularly inspect construction sites and provide storm water BMP education and enforcement, if necessary.
