The district was formed in 1992 to pay for costs of maintaining landscaping and irrigation improvements within four open space lots adjacent to East H Street and Rutgers Avenue totaling 2.75 acres.

The facilities and items of maintenance included within the District are as follows:

• Maintain landscaping and irrigation system improvements within the designated open space lots
• Maintain the stucco walls located within the open space lots
• Maintain drainage facilities within the open space lots

The maintenance consists in general of the following:

• Repair, removal, or replacement of all or any part to any improvement
• Irrigation, fertilization, trimming, and replacement of dead or diseased landscaping
• Weed abatement
• Removal of trimmings, trash and litter
