A building permit is required for all new commercial buildings.

We recommend Pre-Application review prior to applying for a new commercial/industrial construction permit. Pre-Application review provides an opportunity for representatives from various City departments to identify and discuss any major issues at an early stage of the project.

Submit a complete application package, including:

1. New Construction Worksheet (4561)
2. Plot/Site Plan, drawn to scale, showing the general layout of the building site; location of all buildings; distances between buildings; distances between buildings and property lines, retaining walls, and all other structures; and all applicable disabled access requirements.
3. Construction plans and details, including but not limited to:
   1. Title/cover sheet with detailed scope of work
   2. Foundation plan
   3. Floor plan
   4. Elevations
   5. Exiting Plan
   6. Roof Plan
   7. Cross sections
   8. Reflected ceiling plan
   9. Plans demonstrating compliance with disabled access requirements
   10. Framing plans and details
   11. Lighting plan
   12. Electrical/plumbing/mechanical plans
   13. Other applicable plans listed in the New Construction Worksheet (4561)
4. Other Documents
   1. Soils Report
   2. Title 24 energy compliance documentation (Certificate of Compliance sheets shall be reproduced on actual plan sheets)
   3. Structural analysis
   4. Engineered trusses layout and details (if roof/floor trusses are used)
   5. Single line diagram for electrical services over 200 amps
   6. Approved Health Department Plans (if applicable)
   7. Completed Hazardous Materials Questionnaire (if you answer "Yes" to any of the items in Part II or III, you must obtain approval from the appropriate County office as listed under Part II or Part III of the Questionnaire)
   8. A Storm Water Requirements Applicability Checklist
5. New construction projects over 1,000 square feet require a Waste Management Report. Projects over 10,000 square feet also require a deposit (calculated on square footage).

At certain stages of the construction, you must schedule for an inspection. The following list represents the sequence of required inspections for a typical commercial/industrial building:

1. Underground plumbing and electrical
2. Foundation
3. Tilt-up panels (if applicable)
4. Pour strip (if applicable)
5. Floor framing and deck pan (if applicable)
6. Roof framing & roof nailing
7. Exterior wall construction
8. Interior wall framing and rough electric
9. T-Bar ceiling and rough trades (electrical, plumbing & mechanical)
10. Drywall nailing
11. Lath nailing
12. Electrical service
13. Final Inspection

Schedule an Inspection 

After all required inspections are approved and required approvals from other work groups are obtained, our Building Inspector will notify the utility company to release the electric meter and a Certificate of Occupancy will be issued. The issuance of a Certificate of Occupancy authorizes you to occupy and use the facility based on the permitted use shown on the Certificate of Occupancy.

Your project may be eligible for expedited service or other incentives.

Fee Information

New commercial/industrial construction permit fees are based on occupancy type, construction type, and square footage.

New construction projects are also required to pay Development Impact Fees.
