A building permit is required for all multi-family residential projects.

We recommend Pre-Application review prior to applying for a new multi-family residential construction permit. Pre-Application review provides an opportunity for representatives from various City departments to identify and discuss any major issues at an early stage of the project.

Submit a complete application package, including:

1. New Single & Multi-Family Worksheet (4611)
2. New Residential Intake Worksheet
3. Plot/Site Plan showing the general layout of the building site, location of new and existing buildings, accessible routes, retaining walls, and other structures.
4. Construction plans and details, including but not limited to:
   1. Title sheet
   2. Foundation plan
   3. Floor plan
   4. Elevations
   5. Roof plan
   6. Cross sections
   7. Framing plans and details
   8. Plans demonstrating compliance with disabled access requirements
   9. Electrical/plumbing/mechanical plans
   10. Other applicable plans listed in the New Single & Multi-Family Worksheet (4611)
5. Other Documents
   1. Soils Report
   2. Title 24 energy compliance documentation (Certificate of Compliance sheets shall be reproduced on actual plan sheets)
   3. Structural analysis/calculations
   4. Engineered trusses layout and details (if roof/floor trusses are used)
   5. Single line diagram for electrical services over 200 amps
   6. Storm Water Requirements Applicability Checklist
6. New construction projects over 1,000 square feet require a Waste Management Report. Projects over 10,000 square feet also require a deposit (calculated on square footage).
7. For phased development, please complete and submit a Multi-Family Worksheet with each phase.

Schedule an Inspection

After all required inspections are approved and required approvals from other work groups are obtained, our Building Inspector will notify SDG&E to release the electric meter. For multi-family buildings, a Certificate of Occupancy will be issued. The issuance of a Certificate of Occupancy authorizes you to occupy and use the facility based on the permitted use shown on the Certificate of Occupancy.

Your project may be eligible for expedited service or other incentives.

Fee Information

New multi-family construction permit fees are based on occupancy type, construction type, and square footage.

New construction projects are also required to pay Development Impact Fees.
